Board of Directors
CoDA’s work is guided, and the institution is governed, by a Board of eminent African and non-African personalities. The Board Members serve in their personal capacity and are selected among the most eminent, effective and esteemed African and international personalities noted for their professional accomplishments, their national and international leadership experience, and their commitment to Africa’s growth and development.
The current Chairperson of the CoDA Board of Directors is H.E. Olusegun Obasanjo, former President of the Federal Republic of Nigeria. Prior to this, the Board was led by H.E. Festus Mogae, former President of the Republic of Botswana.
The work of the Board of Directors has always been supported by the CoDA secretariat which currently has offices at the AUC and ECA. However, reflecting on the various pertinent decisions made by the Board of Directors at its 11th meeting in April 2015, it was proposed that a technical committee should be formed to support the Board.
In line with this proposal, the Technical Advisory Committee (TAC) for the CoDA Board was established following the approval of the Board. The establishment of the TAC was necessary to avoid unchecked autonomy of the secretariat and ensure that its leadership diligently adheres to the Board’s decisions. CoDA is, therefore, led by its Board of Directors with the support of the TAC, which also oversees the CoDA secretariat.
TAC is responsible for reviewing the analytical papers and other documents prepared by the CoDA secretariat and submitting recommendations to the board accordingly. It provides guidance to the secretariat regarding the CoDA annual work programme and oversees the day-to-day functioning of the secretariat on behalf of the Board.

Mr. Gatete has served in various senior government positions for the Republic of Rwanda, notably as Minister of Infrastructure from 2018 to 2022, and as Minister of Finance and Economic Planning from 2013 to 2018. During this time, he was awarded the 2015 Finance Minister of the Year award at the African Bankers Awards on the sidelines of the African Development Bank Annual Meeting and the 2016 African Finance Minister of the Year by Global Capital on the sidelines of the World Bank Annual Meeting. He has also served as the Governor of the National Bank of Rwanda (2011 to 2013) and Deputy Governor from 2009 to 2011.
Mr. Gatete also served as Ambassador of the Republic of Rwanda to the United Kingdom, Ireland, and Iceland from November 2005 to December 2009. In the 1990s, he worked as an economist for Statistics Canada and Agriculture and Agri-Food Canada and then at the United Nations Development Programme in Rwanda as a National Economist.
He also served as the President’s Personal Representative on the NEPAD Steering Committee in the Office of the President of Rwanda, Coordinator of the National African Peer Review Mechanism, and Director General in Charge of Economic and Social Affairs in the Office of the President of Rwanda. He also served as the Permanent Secretary and Secretary to the Treasury in the Ministry of Finance and Economic Planning.
